My conclusion after solving this problem that the main problem is Regional options in windows which sure that not all changes done on regional options not reflected to registry.
The problem occurs on VS2003 (.NET 1.1 and SP1 installed) running on windows XP with SP2 where all needed updates installed on it including .NET 2.0, 3.5 with SP1.
I checked the registry and found that main problem is related to these values under HKEY_CURRENT_USER\Control Panel\International. so you update these values to be as below and search in all registry to be the same settings
